Annotation

The article is devoted to the study of the formation of the corps of civil servants of the civil service of the Russian Empire, as well as the problems associated with this process. At the beginning of the XIX century, the formation of the civil chinoproduction system was completed. The problem of the low educational level of officialdom persists, to which the decree of August 6, 1809 was devoted. A new milestone in the formation of the civil service was the Charter on Service by definition from the Government of 1832, which introduced three main criteria for a candidate wishing to enter the civil service — class affiliation, education and age. The following changes in chinoproduction were made by the Regulation of July 25, 1834, which made the order of chinoproduction clearer. All civil servants, depending on their education, were divided into categories that determined the length of service of their ranks. New changes in rank production followed the law of December 9, 1856, which abolished the advantages granted by education in the production of rank. The order of civil chinoproduction in the Russian Empire, introduced by the law of December 9, 1856, remained unchanged until the end of the XIX century.
