Annotation
The modern world is facing unprecedented challenges due to the impact of foreign sanctions on national and international processes in various branches of public policy, including in state policy in the field of education. Higher education systems, being an integral part of these processes, do not stand aside. Special attention is paid to the Union State of the Republic of Belarus and the Russian Federation, which are striving for further integration of their educational systems in the conditions of foreign sanctions. In order to comprehensively comprehend this topic and its legal assessment, it seems appropriate to analyze both the direct impact of foreign sanctions on the integration of higher education systems of the Union State of the Republic of Belarus and the Russian Federation, and their long-term consequences. Within the framework of this study, the main methods will be the analysis of scientific literature, the comparative method for comparing the impact of sanctions on the Union state, the analysis of local legislation, the method of legal statistics, the normative-dogmatic method of studying the legislative acts of the Union State of the Republic of Belarus and the Russian Federation, as well as conducting a comparative analysis. This research is aimed at obtaining new knowledge and practical recommendations in the field of legal assessment of the process of integration of higher education systems in the conditions of foreign sanctions. The results of this study can be useful both for legal
specialists dealing with issues of integration and sanctions, and for educational institutions and public authorities of the Union State of the Republic of Belarus and the Russian Federation.
