Annotation
The article provides a comparative legal analysis of legal approaches in the Soviet Union and the Russian Federation regarding historical commemoration. The purpose of the study is to identify common features inherent in the legal policy of the USSR and the Russian Federation and demonstrating continuity in relation to many public holidays, memorable dates, the system of awards, as well as differences that show a change in emphasis in assessing a number of historic events. In accordance with the goal, the following tasks are set in the article such as to show the negative consequences of the experience of denying the achievements of the previous period, to characterize the preservation of historical memory through the proclamation of public holidays and memorable dates, to compare the official attitude towards the October Revolution of 1917 and Victory Day in the Soviet period and at the present stage , to reveal the significance of the rehabilitation of victims of political repression in the official policies of commemoration. As a result of this work, it was concluded that there are a lot of common features in the legal approaches to the historical commemoration in the USSR and the Russian Federation, while the differences mainly relate to the events of October 1917, the principles of the award policy and the use of the concept of “genocide” in relation to the past crimes.
