Annotation

The article reveals certain theoretical issues in the field of international legal responsibility for international offenses. This topic gained serious scientific attention in the first half of the last century, it started being studied in a really deep and detailed way in the middle of the 20th century, and at the present stage, interest in it has not weakened, but only intensified. The purpose of the article is to study the theoretical foundations of responsibility for international offenses. The goal predetermined the setting of a number of tasks such as to determine the specifics of responsibility in international law, to identify the necessary elements of an international offense, to characterize the types of responsibility in international law, to establish the forms in which types of responsibility can be expressed. As a result of the work, liability for international offenses is investigated from the standpoint of its special, public law nature, the types and forms of liability are considered through the prism of the functions of liability as itself, it is defined that there is not always a strict correspondence between the nature of damage and the form of liability, definitions of the main forms of material liability and non-material (political) international legal responsibility are given.
