CONCERNING THE NORMATIVE DEFINITION OF THE CONCEPT OF “FOOD SECURITY OF THE RUSSIAN FEDERATION” IN THE CONTEXT OF ENSURING AND PROTECTING THE RIGHT OF EVERYONE TO FOOD

In connection with the reform of legislation the issues of regulating individual rights of the individual in the new legal conditions are becoming increasingly important. The right of everyone to food is aimed at satisfying the basic human need for food. The authors used analysis, synthesis, classification, as well as the method of comparative legal study of international standards of access to good-quality food and their reflection in the acts of the Russian Federation. The right to food is considered by the authors in connection with the existence of real opportunities for citizens to participate in agricultural activities. Taking into account the identified broad content of the concept of “ensuring and protecting the right of everyone to food”, it is proposed to state the definition of food security in a new edition, reflecting the priority of the social orientation of food policy and the need for the normal functioning of ecological and technological systems. Theoretical significance. The significance of the research lies in making the connection between social and economic indicators and the state of information systems, environment and land use among the necessary conditions for achieving indicators of food security in Russia.
