Annotation
The article examines the main patterns of the transition of European states from the feudal dualistic form of statehood that originated in the Middle Ages to the bureaucratic
form that has become dominant in Modern times. Based on the analysis of the doctrinal literature, the development of political and legal ideas in Europe on issues related
to the idea of empire, its relationship with the sovereignty and centralization of the state is shown. It is concluded that the pan-European trend since the 17th century. A special type of bureaucratic empires is emerging, and as a result, the empire itself as a symbol has acquired a completely different content than before.
