Annotation
The article examines the provincial reform of Catherine II and its importance for strengthening the state unity of the Russian Empire. This reform was carried out in the context of a general government policy to improve the system of central and local government, and to transform the judicial system of the state. The interrelation between local government and the strengthening of state unity is shown. It is concluded that the transformations undertaken were objectively aimed at strengthening the state unity of the country by improving the management system, building a vertical of power, and more clearly delineating powers between local officials. At the same time, the reform has not fully achieved its goals. Local government maintained a class character, as well as dependence on the personal qualities of local authorities and the bureaucratic apparatus.
