Annotation
The article examines the features of social activity during the period of the Russian Empire, from the point of view of the influence of the social situation on the strengthening of state unity. There was no full-fledged state system of social support for the needy segments of the population. The state has effectively eliminated the implementation of the social function, delegating the corresponding tasks to public structures and individuals, zemstvo institutions and the church. The development of charity is considered on the example of the city of Kazan. An analysis of historical facts shows that charity was targeted and could not solve the large-scale social problems of Russian society. The acute social situation had a negative impact on the well-being of the population and, as a result, negatively affected the strengthening of State unity.
