Annotation

Appeal to the experience of the formation and development of the legal service of the Ministry of Internal Affairs of the Russian Empire from the second half of the 18th century is of particular importance, since it was during this period that specialized legal units were formed in one of the most important departments of the state. The primary sources are revealed and analyzed, on the basis of which legal divisions were organized, among the most significant functions of which was the legal examination of normative legal acts. In the period under study, 5 stages were conditionally identified, which made it possible to identify the patterns of regulation of their activities: functions, terms of reference, allocation of individual structural units. It is shown that a certain prototype of the systematization and accumulation of existing regulations was fixed at the legislative level, which made it possible to quickly obtain legal information, and the duties of the Deanery Council included a kind of function for the uniform interpretation and implementation of laws. The methodological basis was, first of all, the historical method of cognition. The regulation of the activities of the legal service in the period under study required a thorough study of primary sources, the identification of a chronological sequence of fixing certain aspects at the legislative level. The method of scientific knowledge was applied to study the emergence, formation and development of the legal service of the Ministry of Internal Affairs of the Russian Empire at a specific historical stage, as a result, knowledge was obtained about this, which was formulated with the allocation of certain stages and an indication of characteristic features. The analogy method made it possible to assume that by the end of the 18th century there was a certain prototype of the systematization and accumulation of existing normative acts, and in the same period a legal examination of normative legal acts was carried out. The purpose of the work is to determine the period of formation of the legal service of the Ministry of Internal Affairs of the Russian Empire on the basis of the regulatory legal acts in force at that time, to identify the stages, describing each of them. It is necessary to show the importance of this service for the activities of the units of the Ministry of Internal Affairs, to identify the functions that were already established in the second half of the 18th century.
