Digitalization of Rule-Making Activities in the Information Society

Annotation

The influence of global digitalization processes on rule-making activities is studied. The objective is to form an idea of new opportunities for analyzing a large amount of data using artificial intelligence and the formation of a legal regime for the digitalization of rule-making activities. The analysis of normative legal acts, both federal and regional, was carried out, and the approaches formed in the legal doctrine to determining the essence of rule-making and rule-making activities, scientific developments in the field of digital transformation of rule-making were considered. Results: digitalization of rule-making activities is a step-by-step process. Using the capabilities of analyzing a large amount of data with the help of artificial intelligence, the rulemaker is able to identify the problems of legal regulation more quickly and clearly, to respond to the emergence of new legal relations more quickly, and make decisions based on deep and comprehensive analysis. However, it should be borne in mind that a legal system that is overly dependent on big data will arbitrarily and undemocratically deviate from the founding values of the legal system.
