Annotation
The article examines the genesis of the Soviet police from the perspective of modern historical and legal science, which was not only the main law enforcement agency
in the socialist state, but also became the basis for the creation of the police in the Russian Federation. The purpose of the study is to identify the features of the construction of the Soviet militia during the Civil War and its essential features. As a result of the conducted research, it was concluded that the genesis of the Soviet militia was mostly completed by the end of 1920. By this time, Soviet power had been established in the vast majority of the country’s territory. The essential features of the militia were: a unified organization within the entire state, centralization and staffing of activities, as well as recruitment based on the class principle, the implementation of which allows it to be characterized as a national law enforcement agency.
