Annotation
The article sets the task to analyze the nature of the acts adopted by the city public administration bodies of the Russian Empire after the city reform of 1870. Formal-legal
and historical methods are used. Based on the norms of the City Regulations of 1870, the features of these acts that influenced their place in the system of law of the Russian Empire were revealed. A distinction is made between normative and non-normative acts adopted by city dumas. The interrelation of these acts with the powers of the city public administration bodies, as well as with the delimitation of the functions of city dumas and city governments is revealed. It is concluded that the powers of the City Dumas to issue both normative and non-normative acts stemmed from the functions and responsibilities directly enshrined in the City Regulations of 1870, as well as the model of their interaction with city councils and the government.
