Annotation
The purpose of the article is to provide a comprehensive analysis of the state of Japan’s key state institutions on the eve and during the Meiji Reforms and to prove the continuity of the system of state power in this country. Within the framework of the interdisciplinary approach, the method of analogy and periodization, the ideographic and comparative legal method, the retrospective method and the method of reconstruction, the structural method and the narrative approach, the dogmatic method and the method of legal hermeneutics were used. As a result, the authors explore and characterize the process of transformation of the traditional state institutions of Japan in the 1860–1880s. into modern government bodies: the parliament, the cabinet of ministers, etc. The conclusion is made about the institutional continuity of the state-legal mechanism, thanks to which the country in the first half of the 20th century. entered the ranks of the world’s leading powers.
